In-Game Description

A blind Vampire, living in The Blood Vale, the red forest residing to the far east of Scosglen. This creature spawns after you defeat a tonne of creatures on the southwest corner of the region. Defeating it awards the Blind Man’s Bell, which awards the player with CC reduction, damage reduction, and movement and damage increase after killing an elite.

The Southwest corner of the Blood Vale, which is the red forest in the east of Scosglen.
