Detailed Location
Unlocks after completing the 
Whittling Sanity Main Quest, found near the Blacksmith in 
Ked Bardu. Once you’ve picked up the quest, teleport to Alzuuda (or make your way) to the far southwestern part of The Scarred Coast, where the 
Komdor Temple dungeon is. When you get there, defeat the hordes of enemies and pick up the Axe which is on the floor just past the stairs.
Teleport back to Ked Bardu, and head back to Gerti where you’ll find out he needs some material to reforge the Great Axe. First up is a horn from an 
Oppressor which can be found in the Khargai Crags. Run around the area, fighting Oppressors until you get one of their horns to drop. When you get one, the quest will update, and you’ll need to gather Silver Quartz from an Infected Delve.
Teleport back to Ked Bardu, leave via the eastern exit, and traverse the Kotama Grasslands northeast until you reach the Infected Delve side dungeon. You can find the Silver Quartz in any Ore deposit inside the dungeon, and there are plenty of Ore’s to find in there. Once you have the required amount of Silver Quartz, teleport back to Ked Bardu to hand in the materials which will complete the quest, and yes, you will get the Axe as a reward!

The Great Axe of Raekor has been stolen from the Oxen Tribe.

The forgemaster, Gerti, suspects agents of the Triune are to blame. She’s asked me to seek them out at the southern tip of the Scarred Coast and recover the storied weapon.

The Great Axe is broken. Gerti will need to see the weapon and decide what to do next.

Gerti needs materials to reforge the Great Axe.

First, I must find an
Oppressor demon in the Hapless Frontier and take one of its horns. -
With the demon horn fouling my pack, I now need a rare ore from the Infested Delve of the Kotama Grasslands.

Ked Bardu.
