These wizards have mastered the ability to create localised lightning bolts to strike down their opponents. Disarming them with Expelliarmus as they prepare to cast their lightning spell will cause them to lose control of the spell with self-destructive effects. Slowing down these wizards with Arresto Momentum while they are conjuring lightning will keep that lightning striking longer, providing an opportunity to launch enemies into that lightning with shocking results.
