Obtained when taking a 
PDA from the top of a stack of pallets near a corpse. To reach it, enter from the bunker’s eastern side and pull a lever inside the control room. This will open a larger room with a dangerous mutant inside, but after defeating it you’ll find the PDA upstairs.
