You should have the skit A Relief as soon as you enter Trigleph.

You can now access the Commercial District of Trigleph, and the port beyond for some items. In the weapon shop you can buy a new weapon for Jude, but where you really want to head is the port.

Start by getting the Salmon in the northwest corner where a sailor is leaning over some crates and then check the southeast corner, below the two children on the upper level and to the left of the girl ready, for a Wild Bird Egg .
