As soon as you enter the test chamber, drop a portal right in the middle of the blue gel puddle and then another one on the floor near the plunger (below the blue ‘X’ on the wall). Coat the floor (by moving the portal) and then jump up to the button and hit it.
This will start an invisible timer (you’ll hear the ticking of a clock to warn you that you’re on a timer), so place the exit portal at the vertical wall at the back of the room and the gel will coat the floor that was previously being washed away by the water. Bounce up here to the exit!
