To emphasize, a Pokémon’s IVs are fixed after you get them. If you’re looking to create the ideal Pokémon, IVs are one of the things (alongside Nature) that you want to nail down at the very beginning, if possible. 1. Sheer Luck¶
By default, Pokémon you catch/obtain will be assigned completely random IVs. If you’re persistant, you could keep catching Pokémon until you get one with high IVs. However, this could take a long, long time. Instead…
2. Catch Combo¶

3. Hyper Training¶
Hyper Training, introduced in Sun and Moon, lets you alter a Pokémon’s IVs after you’ve obtained them. But it will take a bit of effort. First, you need to defeat the Elite Four. Afterwards, Mr Hyper will appear in the Daycare Center on Route 5. If you have a Bottle Cap, he’ll max one of the IVs for a Level 100 Pokémon.
