Carlos Oliveira is a member of Umbrella’s U.B.C.S. Mercenary Taskforce and is voiced by Jeff Schine. He was sent to Raccoon City with his taskforce to help evacuate the people due to the outbreak. However, most of his taskforce was taken out by the enemies, so he focused on trying to help as many civilians as possible.
