This page explains how to recruit NeoFio in Chrono Cross: The Radical Dreamers Edition.
NeoFio is an artificial plant creature created by Luccia.
How to Recruit¶
To befriend NeoFio, you need a Life Sparkle, which requires a Green Tinkler.
Where to Find the Green Tinkler¶

After infiltrating Viper Manor at night and speaking to the Shaman at Guldove to advance the story, head to the bar in Guldove. It’s one screen left from the town entrance. Inside, speak to the strange creature near the back two times to receive the Green Tinkler.
Where to Find the Life Sparkle¶

With the tinkler in hand, make your way to Hydra Marshes in Another World. It’s located east from Arni Village. If you haven’t been to Hydra Marshes before, we recommend exploring the west section until you obtain the Safety Gear, which protects you from the poisonous swamp.
Once you’ve got the Safety Gear, head north from the entrance of Hydra Marshes. In the next screen, use the Green Tinkler (via the key items menu) on the plant near the center. It’ll stretch down so you can climb it. Advance one screen up. The next screen is mostly empty, save for a chest towards the right. Raid the chest, then continue right.

The next area has a save crystal nearby; feel free to use it. Head east along the upper path. You’ll stumble upon two monsters eyeing a treasure chest. Beat the crap out of them, then open the chest to obtain a Life Sparkle.
Now you need to exit the marsh. Return to the save crystal, then go east along the lower path. In the next area, go south, then west at the next opportunity. You’ll be back one screen north of the entrance. Use the Green Tinkler on the nearby plant; from there, the path back should be easy.

Finally, having acquired the Life Sparkle, return to Viper Manor. There’s a robot blocking the front gate that you need to bust up. Afterwards, go through the front door, then head all the way north, until you’re before Viper’s office (where you fought Lynx). Take a right, towards the terrace where you tried to escape.
You’ll find Luccia here, looking over an inactive NeoFio. After Luccia leaves, use the Life Sparkle (via the Key Items menu) next to NeoFio, who’s in the middle of the pond. NeoFio will magically come to life and join you!
