First, barge your way into Sprigg’s home. (left), Upon laying eyes upon real people for the first time in forever, Sprigg will join you. (right)

You can recruit Sprigg when you’re playing as Lynx after Fort Dragonia. Near a locked house, you’ll find a tree you can shake. A berry will drop and Sprigg will emerge from the house and run over to grab it, trying to run back to her house.

Before she can lock the door again, go over to her and talk to her. She will ask to join your party and you can yes — it’s really as simple as that.
