You can recruit Van after reaching the Port Town of Termina in Home World. Make your way to Van’s house at the far end of the nothern district, past the smithy. If you visited Van’s house in Another World, you may be surprised to see the difference.

Enter Van’s room on the right. Offer to hire the young lad. A visitor will arrive and demand the rent. In desperation, Van claims he’ll find the Frozen Flame. Play along with his ruse. Eventually, upon learning that you’re actually searching for the Frozen Flame, he’ll join your party.
