Pick up this quest by talking to Davis Qar on the Operations deck of the Nexus, who will ask you to plant receivers near outposts as you claim them. Gotta get the news, after all, and the first outpost you’ll found will be Prodromos on Eos. Unfortunately, the spot most appropriate for this receiver is on a cliff southwest of Prodromos overlooking the settlement - a place showered in high radiation at the time you get the quest. Come back later (at least after leaving Aya the first time) and the radiation levels will have died down and note that there’s no straight-shot to this area. There are two ways to reach the high ground upon which you need to place the receiver; follow a road north from the Forward Station near (northeast of) Prodromos through a cave or follow a road southeast from Prodromos.
In the former case drive through the cave and on the other end of the cave you’ll find a split - follow the road uphill to the northwest, which will then wrap around to the south. When you reach another fork, continue south to reach - and deploy - a Forward Station, then simply continue south along the cliffs to the east… as much and as far as the rocks will allow, anyways. When some large rocks block your path, get out and make use of your jump jets and make your way south on foot to the receiver deployment site.
Alternatively, follow a road southeast from Prodromos until you find a Mining Zone to the south. Drive south through the Mining Zone and make your way southwest through a stone arch, then follow a road west, then uphill to the northwest. You’ll pass Kett camps and a Remnant site (both unmarked) and when you reach a fork to the west turn north and follow the road northeast past a Remnant site (marked as a “Point of Interest” on your map) and another Mining Zone. Eventually you’ll reach - and deploy - the Forward Station mentioned above, from which you can drive south to reach the receiver deployment site.
