Speak to Louise during the first day of your Field Exercises in Crossbell to discover her admiration for all things Mishy. You’ll need to wait until you reach Crossbell itself and then head to East Street to find a stall outside of Neinvalli Exchange selling Dried Salmon. Pick up two of these and take them into Neinvalli to exchange them for the Retro Mishy Strap. Wait until the afternoon to find Louise outside the Derfflinger and hand them over to obtain her Character Note and 3000 Mira.
