To unlock Records of the Fallen, you’ll have to complete the post-game quest “Otherworldly Visitors” which gives you access to the post-game dungeon “The Otherworld”. With the dungeon accessible, defeat Vasneiys, Maleiys, and Dulneiys at the summit of the Oracle Snowcap.
