The Letters from the Front can only be found in the World War I anomaly. There are 10 of these collectibles in total and they appear as small, glowing document wallets placed atop a various assortment of objects in the environment. Unlike most of the other collectible in the game, it is not possible to purchase a map for their whereabouts, so we’ll need to keep our eyes peeled!
Although there is no tangible reward for collecting all of these letters, you’ll get a small sum of XP and some interesting documents to read. They are also required for 100% synchronization, so you may as well grab them!

On the southern side of the bridge. It can be found beneath the westernmost crane on a dock directly south of the WWI anomaly portal.

On the southern side of the bridge. This is located in the northern of the two medical tents on the western side of the area.

On the southern side of the bridge. The Letter is found at street level on a bench next to a letterbox. It is just to the southeast of the building with the viewpoint.

On the southern side of the bridge. This is located on a table within a small fenced in area inside the northeastern corner of the building complex here.

On the southern side of the bridge. This Letter can be found on a bench just north of a market area located east of the southern end of the bridge.

This is located on the Tower Bridge itself. It can be found on the western side of the northern tower structure at the main deck level.

On the northern side of the bridge. It is on a stool by the southern end of the westernmost building.

On the northern side of the bridge. Beneath a small tent on the waterfront, just right of the entrance to the Tower of London compound that is closest to the bridge.

On the northern side of the bridge. On the eastern side of the restricted area at the Tower of London. It can be found on a bench in front of the eastern set of buildings.

On the northern side of the bridge. This is located on an ammunition crate just by the southern wall of the main keep in the Tower of London restricted area.
