He wants a sample dish before trying anything else and the sample he wants is a bowl of Hydropolitan Stew. It looks like this may not be done until later, due to the Hydropolitan Stew being a level 9 dish at Floyd’s restaurant in Evermore, but you can actually purchase the dish from Hydropolis. It only costs 1300G and can be purchased from the food place just south of Swift Solutions in the city. Bring this back to Filippos in Evermore to finish the quest.
