Sunstone Rock is a prison that is located in the southwestern portion of the map, along the edge of it. When you get close enough, you will see the guards there fighting two Behemoths. The quickest way to take them out would be to use freeze arrows until they are frozen, then target their loaders by their head for maximum damage. Once they’re dead, head inside and speak with Janeva to learn that three criminals escaped thanks to the Behemoths attacking the prison. You can do these prisoners in any order, so you’re not tied to the following walkthrough.

The closest prisoner is named Ullia and she can be found at the Blackwing Snag bandit camp. If you haven’t cleared this out, then you will need to kill quite a few to reach Ullia. She’ll be on top of what appears to be a lookout and if you’ve already finished the bandit camp, you should have no trouble sneaking up behind her to get a clear shot at her head. Once she’s downed, speak with her to finish off that objective.

The second prisoner leads you to Brightmarket, a village to the northwest of Meridian. When you enter, you will need to speak with the Innkeeper, who is definitely hiding something from you. Exit the inn to the north and use your Focus to find some manacles by some rocks, then follow the trail it gives you to the southwest. You’ll exit the village in that same direction and it’ll bring you to a building west of the village. Gavan has been tracked down by some bandits, so kill them and speak with him after to mark him down.

If you haven’t cleared the bandit camp, you will be facing a lot of enemies while going after Ullia (left). Watch out for the traps when going after Rasgrund (right).

The final prisoner, Rasgrund, will be a little more involved. Fast travel to the campfire just southwest of Meridian Village and follow the road as it goes west/northwest. Continue past a Corrupted Zone and as the road starts to bend to the southwest, go straight south into the woods to find what looks like a cave. Be careful here, as he set up proximity traps throughout the ravine, but you can see their locations with your Focus.

There are some handholds not far into the ravine, leading you to a rope and then more handholds. Keep following this path to the south until you need to jump into the water below you, making sure to clear it of any traps. Cross a log and look for more handholds, which will eventually bring you to the rock formation where Rasgrund is situated. Rather than go back to prison, he decides to go out with a bang, marking the final prisoner you need to have tracked down. Return to Janeva in Sunstone Rock to report and finish the quest.
