As their name implies, Imperials are the human race that holds the most power in Tamriel, the reins of empire are now just starting to slip from their grasp in the face of the aggressive Aldmeri Dominion. They hail from the province of Cyrodiil, a much more temperate land sound of Skyrim, and now face the unenviable task of putting down a Nordic rebellion. Needless to say, playing an Imperial is an interesting story choice in Skyrim.
It’s a good thing they’re so important as a story race, too, because their racial abilities are fairly underwhelming. Imperial Luck allows them to find more gold, but if you level your crafting skills, you’ll find yourself sitting on literally hundreds of thousands of gold. Voice of the Emperor on the other hand is a very powerful Pacify spell that works on pretty much any NPC humanoid (although not creatures). Granted, if you anger an important NPC, you’re better off reloading, but if you find yourself in trouble with the guards or some bandits, you can use this to buy yourself some time or make your escape. A useful skill, but one that you probably won’t be using very often.
