Have a chat with Vingalmo who’ll ask you to find one of three people and bite them so they turn into a Vampire. You’ll need to use your ‘Vampire Seduction’ power on them first to subdue them long enough for you to bite them. Speak back with Vingalmo to claim your reward (usually a random enchanted item).
