This page explains how to complete Request 66: The Sea’s Legend in Pokémon Legends Arceus (PLA). As part of the quest, you can catch the Mythical Pokémon Manaphy, as well as Phione!
How to Pick Up Request 66: The Sea’s Legend¶
The Sea’s Legend will appear on the blackboard in Professor Laventon’s study on the ground floor of the Galaxy Hall in Jubilife Village. It will appear once you activate Mission 11: “Scaling Perilous Heights” of the main story.
After learning of the request, Professor Laventon will mention hearing a strange Pokémon at Prelude Beach and posits that it must’ve drifted somewhere to Cobalt Coastlands. To narrow down their search, the Professor invites Iscan over for a chat.
According to the timid Diamond Clan member, there’s a book called “The Sea’s Legend” that could be related. Except nobody knows where to find it.
Where to Find The Sea’s Legend¶
Now you might think “The Sea’s Legend” can be found somewhere in the game. Perhaps in Jubilife Village somewhere. However, try as you might, you won’t be able to find it. Because it’s actually in a different game: Pokémon Brilliant Diamond and Shining Pearl!
The book in question is on the middle floor of the Canalave City Library, among the second-from-left bookshelf near the bottom-right corner. For those who haven’t played the game or have forgotten, etc., the contents are as follows:
“Once upon a time in the East Sea, there was a Pokémon known as the prince. A brave human asked Pokémon living in the sea to let them see the prince.”
“Mantyke, Buizel, and a Qwilfish with huge spikes acknowledged the human’s bravery and joined them. Together, they set off in a boat over the sunset-streaked sea, sailing through the ocean gate stretched over the waves.”
“News of this reached the ears of the prince, who went to meet the brave little party at the Seaside Hollow.”
How to Decipher The Sea’s Legend¶
Read carefully and “The Sea’s Legend” gives you enough clues to seek your destination. First, you must bring Mantyke, Buizel and an Overqwil (an evolved Hisuian Qwilfish) in your party.
You can catch Buizel in Obsidian Fieldlands; meanwhile, Mantyke and Hisuian Qwilfish can be found in the sea at Cobalt Coastlands (here and here). To evolve Qwilfish, you must use its Barb Barrage move in the Strong Style 20 times.
Once you’ve got all three Pokémon, head to Sand’s Reach, at the south-east corner of Cobalt Coastlands. You can quickly get there by fast-traveling to the Coastlands Camp. Sleep in the camp until evening, then dash along the middle finger of Sand’s Reach, towards the two pillars in the sea that resemble a gate.
Swim through the gate and you’ll be interrupted by a Pokémon’s cry. This means you’re on the right track! Now make your way towards the northern cliffs, where the Seaside Hollow is. Normally, the entrance is closed. But it should be open now. Enter the dungeon.
Seaside Hollow¶
Inside the Seaside Hollow, you’ll arrive in a chamber that’s occupied by Manaphy and three Phiones. All four will aggro on sight.

The prince of the sea has the following attacks:
- Water Pulse: A Water-type move that never misses.
- Zen Headbutt: A strong Psychic-type move.
- Moonblast: A strong Fairy-type move that can lower the target’s offensive stats.
- Bubble: A weak Water-type move.

The Phione guarding Manaphy can use the following attacks:
- Bubble: A weak Water-type move.
- Water Pulse: A Water-type move that never misses.
- Acid Armor: Boosts the user’s defensive stats.
- Zen Headbutt: A strong Psychic-type move.
How to Deal with Manaphy and Phione¶
Before you do anything, it’s a smart idea to save your game in case you slip up.
Manaphy and Phione will surround themselves with a watery barrier than prevents Poké Balls from reaching them. From there, they’ll shoot water-based attacks at you. The barriers have a fatal flaw though. When you throw one of your Pokémon at them, the barrier will disappear.
Once the barrier’s gone, you can throw a Pokémon at them again to initiate a battle. If possible, try to lure the enemy Pokémon away from eachother; else they’ll gang up on you, which isn’t fun. The three Phiones are significantly weaker than Manaphy, but quite annoying if they gang up on you. So focus on removing them first.
Ideally, you should aim to catch all four. Thankfully, none of them can heal, nor can they damage themselves with recoil moves. So all you need to do is survive and not faint them.
Pokémon that resist Water, like Water and Grass-types would be useful here. Hisuian Samurott can tank the Phiones easily, but won’t like Manaphy’s Moonblast. Similarly, Hisuian Decidueye hates Zen Headbutt and Moonblast.
As usual, False Swipe is recommended to bring them to critical health without KOing them. Acid Armor on the Phiones can greatly weaken False Swipe though. In which case, you can try using some of your stronger moves. If you accidentally faint any of them, you can always reload from your last save.
The Sea’s Legend Reward¶
Upon catching all four, make your way back to Professor Laventon at one of the camps to report your findings. As thanks, he’ll give you 3 Comet Shards. You could keep them as a souvenir or, better, sell them off for 15,000 a pop.
