The leader of a group of thieves in Nohr. Formerly of the sacked city of Kohga in Hoshido. Trained to serve the royal family as a ninja, but forced to survive as a thief. Great a long-distance swimming.

Outlaw upgrades to Adventurer, which is where you find Shura when you recruit him. He also has two other classes that can upgrade into two unique advanced classes, so he has a wide variety of options and a large selection of skills to choose from in exchange for his inability to support with anyone other than the Avatar.
However, Shura pays dearly in the form of heavily moderated stat growths. With not a single rate above 40%, Shura will overall have low stats. He most certainly is useful by virtue of being an Adventurer, able to heal and still attack back, but he comes late in the game at a time when you likely have a developed army.
