In Crisis Core Final Fantasy VII: Reunion, the DMW plays a large role in combat. When the reels stop on the same image three times, you’ll get a limit break or summon. This page will tell you how to get the Cactuar Summon.

You can obtain Cactuar as early as Chapter 4, so long as you know what you’re doing and track down the Cactuar in another mission first. Obtaining this Summon plays out in a similar way to the Tonberry Summon in so much that you must defeat a Cactuar first before you open up its set of Missions.
Where to Find Cactuar¶
Before you can get the ball rolling, you’ll need to actually unlock the mission that contains the version of Cactuar you need to defeat in the first place. This can all be done on Chapter 4 as soon as you get access to the first Save Point in the Church. You will need to ultimately unlock Mission 10-1-3: Cactuar Found?, and you can reach this unlock with the following steps:

Reach Chapter 4 and access the Save Point to unlock Mission 3-1-3

In this mission, look for the Cactuar found to the east of the area and defeat it to unlock Mission 10-1-1

Clear Missions 10-1-1 and 10-1-2 to unlock Mission 10-1-3
With Access to Mission 10-1-3, you’ll now be able to proceed through the mission and fight the Kactuar at the end of it. Once defeated, you’ll obtain the Cactus Thorn which will add the Cactuar Image to the DMW.
As for defeating the Kactuar in Mission 10-1-3, it should pose little threat by now at Chapter 4. Unless you’ve shied away from all manner of side content and beelined the story, you should be moderately powerful and this is only a 3 Star Mission, so that alone should tell you everything you need to know about the difficulty.
The main threat from the Kactuar comes from the surprise 1,000 Needles it will use once you defeat it so as long as you have above 1,000 HP when you defeat it, this Kactuar thief should be plain sailing.
