The Missing: Pablo Lost & Found quest can be acquired at the Serling Hotel, from the information board outside Dr. Reed’s office. You may not be able to pick this one up immediately after visiting the hotel for the first time, but if you keep checking back between main story quests, it should pop up for you.
“Good Samaritan Pablo has been reported missing! The poster mentioned that he braved hopping the fence into Venice Beach to search the looted stores there for supplies need by his less able-bodied neighbours.”
Where to Find Pablo at Venice Beach - Dead Island 2¶
The first thing you need to do to find traces of where Pablo might have gone is travel to Venice Beach. You can do this using any fast travel map, and you’ll find one near the information board at the Serling Hotel, where you first acquired the quest. Once you’re at the beach, you need to find two stores first: one where Pablo went to get some protein powder, and one where he was looking for insulin needles. We’ll start with the protein powder.
Which Venice store did Pablo go to for protein powder?¶
The store where Pablo went to find some protein powder is located in the southernmost row of stores on Venice Beach, as shown on the map below. The store is called Muscle Beach Nutrition, and you can only get inside from the garage door entrance at the back. The trouble is, you need to find a 
Circuit Breaker to power the garage doors, and the power unit where you need to place it is located over a tall fence, so you’ll have to climb over.
To locate the Circuit 
Breaker, head north from the back of the Muscle Beach Nutrition building and turn right to find a door that you can open. Once inside, you’ll find a mostly empty car garage, but there’s a sales / enquiries office which you can enter by smashing the windows. After doing this, destroy the box on the other side of the door to open it from the inside. You can now grab the Circuit Breaker inside and take it back to the area behind Muscle Beach Nutrition. You need to throw it over the fence, then climb it using the pallets on the left hand side.
Put the breaker into the electrical unit on the other side of the fence, then go to the garage doors at the back of Muscle Beach Nutrition. You can now open them using the switch to find a bunch of zombies inside, and the Protein Please note on one of the sides.
Which Venice store did Pablo go to for insulin needles?¶
The next store you need to find is the one where Pablo went to get some insulin needles. This is located in the center of the row of stores near the beach, as shown in the screenshot below, and it’s called the 
Roses Tattoo Parlor. Once you find it, you can get inside by interacting with the switch next to the shutter doors, which you need to hold until they’re high enough for you to run inside. You’ll find a note inside called “Need for Needles” which you need to pick up to advance the quest.

Where Did Pablo Go Next on His Shopping Spree?¶
Once you’ve got both notes from the Muscle Beach Nutrition and Roses Tattoo Parlor stores, you’ll need to explore the stores on the beach front a bit more. The store you’re looking for is called Gang Green, and it’s at the northern row of stores, as shown in the screenshot below. Outside of the store you’ll see a zombie called 
Doc Martin, who you need to kill for the keys which open the gate at the back of the store.

Now that you have the key to the gate at the back of the Gang Green store, you can open it and get inside. However, you need to be extremely careful as you move through this store, even at the entrance hole at the back, since it’s filled with tripwire traps. You can throw things at these, shoot them, or just kick them to disable the traps as you move around inside. Look for the phone on the floor near the counter with the name “High Stakes” to complete the quest.
