This is a guide for the “An Off-Seer’s Anguish” standard quest in Xenoblade Chronicles 3. It’ll navigate you through the necessary steps to finding Url.

Colony 9’s new off-seer appears to be struggling with some problems. Try asking the people that know him what’s troubling him.
How to Start the An Off-Seer’s Anguish Standard Quest¶
Progress through the game until you reach Chapter 3 and unlock the ability to listen collect Info Fragments, indicated with a 
icon. To unlock this Quest, listen into the conversations around Colony 4 until you find the “Colony 9 Lately” info fragment, then discuss it at the canteen to unlock the first optional Hero Quest Where the Heart Is
Return to the Aetia Region, Full and teleport over to the Forward Post Camp Rest Spot in Alfeto Valley. From here, and back towards the direction of Colony 9 to begin the Quest and trigger a battle. Complete the Where the Heart Is Quest, then you’ll have access to Colony which means you can gain access to the Off-Seer’s Anguish Standard Quest. Finally, roam around Colony 9 and listen in on all the conversations until you’re given the “Colony 9’s Off-Seer”, then discuss it at the Colony 9 Barracks to unlock this quest.
Where To Find Url in Xenoblade Chronicles 3¶
After you’ve unlocked the quest, speak with Roald who can be found standing inside the Colony 9 Barracks tent to gather information on Url. Here you’ll find out that Url has stopped Of-Seering whilst people are around, so Zeon would like to ask Url himself what’s going on.

Url can be found at Viliera Hill, so fast travel to the Perturbed Bilkin Grave or the Luca’s Eyoy Landmark and run west to find Carrie who seems to have lost Url. Here you’ll find out that Url isn’t getting in motes when he tries to send someone off and wanders off in embarrassment, so Carries asks you to help find him.
You’ll now need to speak with Eilis and Lenny to help track down Url, so head east from Viliera Hill to reach the Kamos Guidepost Landmark and speak with Lenny to acquire the “Url’s Whereabouts Part 1” Info Fragment. Next up, head northwest from Lenny’s Location to find Eilis. Speak with him to acquire the “Url’s Whereabouts Part 2” Info Fragment.

Return to the Colony 9 Barracks and discuss “Url’s Whereabouts Part 1 and 2” Info Fragments to try and narrow down where Url may be hiding. Everyone has come to the conclusion that Url could’ve got distracted when traveling from Viliera Hill to Colony 9, so fast travel to the Kilmarris Highland Landmark and run north to find Url.
Return To Carrie at Vilera Hill¶
Speak with and try to help with his off-seering issue, but don’t worry about choice as it has no impact on the quest. Finally, Head back to Vilera Hill and return Url to Carrie and the others to bring this quest to a close.
